Russ has 9 years of consulting experience with GDS, helping many utilities across the country with retail rates and power supply complexities. Russ also spent 10 years on the utility side with Flathead Electric Cooperative primarily as a Regulatory Analyst. Russ has expert witness, power supply planning and regulatory experience in both the Bonneville Power Administration rate case proceedings and supporting rate filings with the British Columbia Utilities Commission. Russ has experience presenting to many consumer-owned utility boards and trade organizations such as the Western Public Agencies Group, Northwest Public Power Association, Energy Efficiency Exchange, and Smart Grid Live.
