Joe has more than fifteen years of experience in the energy and utility sector. As a cost-of-service generalist, he has extensive knowledge of FERC electric ratemaking practice, policy, and precedent covering a wide variety of ratemaking topics. Joe has testified successfully in a number of high-profile proceedings before the FERC, including Pacific Gas and Electric Company and Fern Solar, LLC (Docket Nos. ER16-2320 and ER20-2186, respectively).
