Gary has over 28 years of experience in the electric utility industry including cost of service analyses, financial forecasts, retail rate studies, line extension cost analyses and rate design consulting services for electric distribution utilities. He also has experience in demand response program development and implementation, building (thermal efficiency evaluations) and end-use energy analysis, marketing programs, and financial analysis. He is particularly familiar with energy efficiency structure programs, HVAC design and operating characteristics, earth-coupled (geothermal) and dual fuel heat pumps, and rate design and administration (including interrupted rates and contracts with large consumers). He is a Certified Demand-Side Management Professional and Certified Energy Manager (CEM).
