Steven has over 20 years of electric, natural gas, and oil utility experience, including 18 years of experience at the Federal Energy Regulatory Commission (FERC). He was the FERC Chief Accountant for nearly 3 years and has extensive experience leading complex audit, accounting, and ratemaking projects within the electric, natural gas, and oil industries. Steven also has a deep knowledge of the FERC Uniform System of Accounts, accounting and ratemaking precedent and policies, and Enforcement programs. With this experience, he understands the role and perspective of an energy markets regulator and has an innate ability to transfer his experience as a regulator to consulting engagements and provide tremendous value to clients. At GDS, Steven leads wide-ranging projects covering retail and wholesale cost-of-service ratemaking matters, including expert witness testimony, settlement and litigation support, preparation of comment and protest letters, rate reviews, and FERC enforcement matters.
