Patrick has over 30 years of experience providing management consulting services to clients in the electric utility industry. He has extensive expertise in wholesale cost-of-service and rate design, contract negotiations, litigation support, and municipal bond finance. Patrick’s work spans production and transmission cost-of-service analysis, formula rate development and auditing, ancillary service rate methodologies, and policy impact assessments. He has supported renewable integration studies, prepared engineering reports for municipal financing, and developed long-term projections of wholesale power supply costs.
