Jack joined GDS in 1988 and specializes in cooperative and municipal power supply planning. He has led GDS’s efforts in issuing and evaluating RFPs for power supply services, negotiating contracts, and securing transmission and ancillary agreements. Jack’s experience spans full and partial requirements purchases, unit power deals, ownership shares in coal generation, and development of gas-fired combined-cycle plants. He has managed FERC filings, provided expert testimony on wholesale rates, and overseen commercial operations for various generating plants. Additionally, Jack conducts economic analyses, budgeting, financial forecasting, and fuel supply evaluations to support long- and short-term power strategies.
Jack is a registered Professional Engineer in the State of Georgia.
