Serving her clients across a broad range of projects, Amber has created an integrated approach to solution development. Amber specializes in data-driven results and recommendations in the retail cost of service and rates realm. For over 15 years, Amber has performed economic studies, econometric load forecasting, valuation studies, privatization, and financial modeling that has aided public utilities in their decisions for resource planning, asset management, rate setting, and customer program optimization. Amber has provided expert witness testimony in Bonneville Power Administration rate cases and has co-authored a paper on the Marginal Cost of Distribution.
