Joe has more than ten years of experience in the energy and utility sector. Prior to joining GDS, he served as an Energy Industry Analyst in the Office of Administrative Litigation at the Federal Energy Regulatory Commission (FERC), where he regularly acted as technical case team lead on docketed matters proceeding to settlement or hearing.

At FERC, Joe analyzed complex technical issues and recommended outcomes consistent with Commission precedent and accepted ratemaking principles. His responsibilities included drafting discovery, settlement materials, testimony, and exhibits; explaining and defending technical positions in conferences, negotiations, and cross-examination; and reviewing legal filings for technical accuracy.
