Carbon Compliance Services Recent political developments have made the enactment of Federal legislation directing the reduction of carbon dioxide and other greenhouse gases a near certainty. However, the form (carbon tax, allowance auction) and point of implementation (fuel supplier or ultimate emitter) that legislation might take is still subject to extensive debate. As the legislation takes form, it will be increasingly important that those entities subject to carbon legislation be aware of its potential impacts and take appropriate measures to ensure that their owners and/or ratepayers are not financially overburdened by the resulting regulations. This can be done first by remaining aware of the various legislative packages being considered and by quantifying the financial and environmental impacts of each. Once the form of the legislation to be enacted becomes evident, the development of appropriate compliance strategies (energy efficiency, emissions reductions, sequestration, purchase of allowances, or purchase/ development of offsets) will become paramount. GDS offers a full spectrum of carbon compliance consulting services to state and federal energy and environmental agencies, investor-owned utilities, rural electric cooperatives, municipal electric utilities, companies seeking to reduce their carbon footprints, and private investor-aggregators. The GDS team of engineers, consultants, energy auditors, agricultural advisors, and forest and land use managers provides expertise in electricity and fossil fuel use reduction, renewable energy, biogas and biomass fuel development, and livestock, crop, and forestry production. GDS staff meet the requirements for certification and project development under the guidelines of the Regional Greenhouse Gas Initiative (RGGI), the Chicago Climate Exchange (CCX), and the Kyoto Clean Development Mechanism (CDM) Executive Board.
